Reserve Specialists and Analyst Profiles
The staff of Miller+Dodson includes Architects and Engineers with diverse and varied backgrounds across numerous disciplines.
William B. Bennett, RS holds a Bachelor of Architecture degree from the Georgia Institute of Technology and attended the Architecture Doctoral Program, Technishe University, Hannover, Germany as the recipient of the 1974 World Student Fellowship. As a licensed General Contractor in Virginia, as well as president of Wm. Bennett Associates, Inc., a design/build firm, Mr. Bennett has hands-on experience with most construction methodologies including wood frame, masonry, light metal, and concrete. Mr. Bennett has earned the designation of Reserve Specialist (RS) through the Community Associations Institute (CAI).
In 1991, Mr. Bennett developed the first software for the Replacement Reserve – Cash Flow Funding Method to receive general industry acceptance. Subsequently, he has developed multiple new and innovative approaches that have made the complex issues of Replacement Reserve Funding more understandable. In 1998, Mr. Bennett developed the new “RSTUDY” Replacement Reserve Study software, which is still widely recognized as the most effective reserve-planning tool available to community associations to date. Amongst the important improvements are the graphical presentations, which clearly illustrate the long-term trends and effects of Replacement Reserve funding.
James E. Piper, RS holds a Bachelors Degree and a Masters Degree in Mechanical Engineering from the University of Akron and a PhD from the University of Maryland. Dr. Piper is a Registered Professional Engineer in the State of Maryland, and the author of articles and books on the subject of the condition assessment of facilities. He has over 20 years experience in the evaluation and the management of the physical plant of the University of Maryland.

Heather N. Naples, RS holds a Bachelors Degree in Civil Engineering and a Masters Degree in Engineering Administration from Virginia Tech. A registered Professional Engineer, Mrs. Naples has experience in all phases of project design, contract administration, and inspection of public and private facilities. As an Engineer, she has completed multiple facilities engineering studies, life cycle cost studies, and analysis for repair versus replacement of facilities and systems.

Philip Pointon, RS holds a Bachelors Degree in Architecture from Virginia Polytechnic Institute and State University and a Masters Degree from Old Dominion University in Engineering Management as well as completion of the U.S. Army Management Staff College. Mr. Pointon has been a Registered Professional Architect in the State of Virginia and Hawaii since 1990, and has served in many facilities in an architectural function since 1987. He currently services the Hampton Roads, Virginia area.
Rick McKittrick, RS holds a Bachelors Degree in Engineering from the University of Connecticut and a Masters Degree in Engineering from Boston University. Mr. McKittrick is a Registered Professional Engineer in the State of Ohio. He has managed the maintenance, repair, design, and construction of facilities and community infrastructure in the U.S. and overseas for private companies and government agencies.

Gregory S. Gilbert holds a Bachelors Degree in Architecture from the Georgia Institute of Technology and a Master of Architecture from the University of Oklahoma. Mr. Gilbert is a licensed Architect. Mr. Gilbert’s experience includes the design of residential homes, fire stations, and most recently educational facilities. He has also done over twenty feasibility studies for the U. S. Navy, Boards of Education, and retail developers. All of these feasibility studies included performing existing condition surveys to look for maintenance issues, code violations, and general conditions of the structure to determine if and how the buildings can be renovated or modified. As a reserve analyst, Mr. Gilbert currently services Washington, DC and Maryland, including the Eastern Shore, having completed over 250 studies during the past 15 years.
William I. Scrivens, RS holds a Bachelors of Science Degree in Civil Engineering, with an emphasis in structures, from the Pennsylvania State University. Mr. Scrivens, with 20 years of experience in structural design and inspection, has personally performed well over 1,800 inspections on a wide variety of private, municipal, and military facilities throughout the United States. Bill is currently a Reserve Specialist and author/lecturer on the subject of Capital Reserve Funding for Miller Dodson Associates, Inc.
John R. Stegmiller holds a Bachelor’s Degree in Architecture in the College of Engineering at Ohio State University. Mr. Stegmiller is a Registered Architect in the State of Ohio and the owner of Stegmiller Architects, a design and construction management firm, which was established in Columbus, Ohio in 1939. Mr. Stegmiller is a retired Captain of the United States Naval Civil Engineer Corps, where he served for nearly 30 years both on active and reserve duty. Condition assessments of naval facilities and equipment represented a large part of his naval experience.
John R. Stegmiller services the state of Ohio in addition to the Pittsburgh, Pennsylvania region.
Harvey “Sonny” Mosier has a degree in Business Administration and over 40 years experience in project design, contract administration, and inspection of public and private facilities. As a consultant, Mr. Mosier has completed multiple facilities studies, life cycle cost studies, and analyses for repair verses replacement of facilities and systems.

Mr. Larry D. Ellis, RS, AMS, PCAM, EBP holds a Bachelor’s Degree in Industrial Management from the University of Tennessee and a Master’s Degree in Industrial Management from Central Michigan University.
Mr. Ellis has over 20 years of experience in management engineering with the United States Air Force and an additional 20 years working with community associations and as a capital reserve analyses. Larry holds a Reserve Specialist (RS) and Educated Business Partner (EBP) Certifications from the Community Associations Institute (CAI). He also holds a Professional Community Association Manager (PCAM) Certification from the Community Associations Institute (CAI). Larry has extensive experience in portfolio management, including large-scale properties, condominiums, and HOAs. He has worked as a Regional Director for a large Management Company responsible for over a 100 properties and their employees and as Director of Business Development at the corporate level.
Currently, Larry resides near Nashville, Tennessee and is a Reserve Specialist for Miller+Dodson Associates, providing reserve study services for complex projects throughout the eastern United States.

Gary D. Freeman, AIA, CCS, NCARB, RS holds a Bachelor’s Degree in Architecture from Mississippi State University.
Mr. Freeman is a registered Architect in the States of South Carolina and Mississippi. He has over 30 years of experience as a practicing Architect with a strong focus in the last 15 years in the area of building forensics and assessments. He is President of Gary Freeman Architect, Inc.

Mark Haase holds a Bachelor’s Degree in Economics from the State University of New York at Fredonia and an Associate’s degree in Civil Engineering from Northern Virginia Community College. Mr. Haase has experience in all phases of construction project design, initiation, administration, and inspection of facilities. As a project manager, he has managed all phases of commercial construction.

Michael G. Hughes holds a Bachelor’s Degree in Business Administration from Georgetown University. Mr. Hughes has extensive experience in the development and construction of over $750,000,000 worth of residential and commercial properties. He is a licensed Realtor in the state of Maryland. Previously, he was a licensed real estate broker and a troubled-property appraiser in Columbus, Ohio where he founded a property management company and an historic restoration construction company.

Brian J. Oates graduated from the University of Maryland with a degree in Urban Planning and studied the Principals and Practices of appraisal at the American University. He has owned and operated management companies in the Washington area and developed single and multifamily properties in the Washington metropolitan area. Brian is currently a reserve analyst for Miller Dodson Associates, Inc. Currently, Mr. Oates services the Washington, DC, Virginia, and Maryland area.
Glenn Larrimore, AIA, has over twenty year’s professional experience in architecture, engineering, and construction. Glenn holds a Bachelor of Science degree in Architectural Engineering and a Master of Architecture degree from the Georgia Institute of Technology. His work experience includes commercial, multi-family, mixed-use, healthcare, and master planning. In addition, he has designed over 100 private homes and renovations, including several high-end residential projects. Mr. Larrimore is currently a Reserve Analyst for Miller+Dodson Associates.
Bill Conner holds a Bachelor of Science Degree in Economics from James Madison University.
Mr. Conner has over forty years of experience in residential construction, commercial construction, architectural woodwork, and inspection services. Bill has personally inspected and evaluated over 3,000 properties and managed the inspection of many more throughout the eastern United States.
Currently, Bill resides near Richmond, Virginia and is a Reserve Analyst for Miller+Dodson Associates, servicing central and western Virginia.

B. Emerson Treffer holds a Bachelor’s of Science Degree in Business Administration from the University of Maryland.
Mr. Treffer has over forty years of experience in valuing all types of commercial, industrial, residential, and special purpose real estate, including religious facilities, racquetball complexes, fire stations, day care centers, and schools. In addition, Mr. Treffer has experience in alternative use valuations for special use properties as well as valuation of alternative fuel processing plants. He has consulted on and valued green planned residential subdivisions, condominium conversions, and medical office buildings as well as large industrial complexes. For the Department of the Interior, Mr. Treffer has valued The Tower at The Gettysburg National Battlefield as well as the valuation of easements along the Atlantic Ocean shoreline in the Mid-Atlantic States. He also completed valuations of special purpose properties such as the Production Studios used by HBO. Mr. Treffer has also qualified as an expert witness in various Federal, State, and County Courts.
